The Katsina State Government has intensified its drive to improve access to essential services, deepen digital connectivity and strengthen inclusive healthcare delivery through strategic partnerships with the Nigerian Communications Commission NCC, MTN Nigeria and correctional authorities.
The latest developments followed separate engagements involving the state government, telecommunications stakeholders and the Katsina State Contributory Healthcare Management Agency KTSCHMA, highlighting efforts to use technology and targeted social interventions to improve the wellbeing and opportunities of residents across the state.
The Katsina State Governor Dikko Umaru Radda received the Executive Vice Chairman and Chief Executive Officer of the NCC Dr Aminu Maida who led senior management of the Commission and representatives of MTN Nigeria on a courtesy visit.

The proposed digital interventions include expanding network coverage to underserved and rural communities, agricultural areas, markets, economic clusters, schools and healthcare facilities as well as strategic economic corridors. The proposals will be subjected to joint assessment of existing infrastructure, technical feasibility and commercial viability before implementation.
The NCC also reaffirmed its commitment to supporting Katsina’s digital transformation agenda, particularly through the expansion of telecommunications infrastructure and improved access to connectivity. MTN Nigeria, in its presentation, outlined plans to strengthen the state’s digital foundation bring government services closer to citizens through technology and deploy data and digital intelligence to enhance public sector planning and service delivery.
As part of the engagement, Dr Maida presented learning computers to his late father’s alma mater Sarki Dikko College formerly Government College Katsina alongside 117 tablets for pupils of Garama Primary School. The initiative is expected to contribute to digital education and inclusion among young learners.
The telecommunications engagement comes amid the state government’s ongoing efforts to facilitate fibre optic deployment and expand broadband connectivity with the objective of creating a stronger digital environment for investment, public service delivery, education and economic activities.
In the healthcare sector, the government is also extending its social protection efforts to inmates in correctional facilities through free health insurance coverage. The Director General of KTSCHMA, Muhammad Tukur Ibrahim Safana gave the assurance when he received a medical delegation from the Katsina Correctional Centre led by Dr Habib Kabir Ibrahim.
The engagement followed the Governor’s approval for the enrolment of 20,000 inmates into the state’s free health insurance programme. Safana said KTSCHMA would work closely with correctional authorities and their medical teams to ensure that inmates benefit effectively from the initiative and receive appropriate medical attention.
According to him, healthcare remains a fundamental need and inmates should not be excluded from access to quality medical services because of their circumstances. He stressed that sustained collaboration between KTSCHMA, correctional authorities and other stakeholders would be essential to advancing the state’s universal health coverage objectives.
Safana further assured the delegation that the agency would strengthen its engagement with correctional facilities to facilitate timely access to healthcare services and support the effective implementation of the insurance scheme for inmates.
Earlier, Dr Habib expressed appreciation to the state government for approving the healthcare coverage, describing it as a significant intervention that would provide greater support for the medical needs of inmates. He also commended the government’s investments in the health sector including the commencement of activities at Charanchi General Hospital and the deployment of emergency ambulance services.
Together, the developments demonstrate the state government’s broader approach of combining technology, institutional partnerships and targeted public interventions to expand access to essential services while creating an environment capable of supporting education, healthcare, investment and improved quality of life across Katsina.
